What is the difference between a budget entry and a journal entry? 
A budget entry moves amounts in the budget column of financial data.  A journal entry moves amounts in the year-to-date or “actuals” column of financial data.  A budget is a plan and does not represent or measure actual results of operations whereas year-to-date amounts represent actual financial transactions including revenues and expenses.
